Peking, June 2, 1911.
French Minister assures me that he kept Russian Minister fully informed of the progress and objects of the loan negotiations, and that Russian Government know perfectly well that no portion of loan is to be used for railway construction in Manchuria.
Object of Russians, and presumably of the Japanese, is to secure sub-participation in loan, but it seems very doubtful whether Chinese and Americans would be agreeable to this.
